I'd be cautious about that statement about public transport in the west - it may apply mostly to the states where public transport's a mess anyway. In London for example use of public buses rose 40% from 2000-06, and journeys on the tube have risen about 3-4% in the last three years. This despite the appalling overcrowding and ludicrous cost of public transport in London...
